The city of Fremont has secured $3 million in state funding to expand its Winter Relief initiative into a year-round transitional shelter program, providing increased shelter and supportive services for residents experiencing homelessness, city officials said Monday. The expanded program will initially prioritize individuals living at the Washington Boulevard underpass at Osgood Road in Irvington. City staff and community partners are currently conducting outreach at the site, which includes relocation assistance, referrals to support services and pet care. City officials anticipate closing the underpass site in late January, with outreach efforts continuing through the end of the month. The year-round transitional shelter program builds on existing resources. As shelter rooms become available, the city plans to assist individuals from other large encampments throughout 2027. Fremont will continue advocating for sustainable funding to maintain and expand shelter services,
